Same issue here. Yosemite on desktop, IOS 8.1.2 on iPhone 5. Using supplied Apple camera app. App seems to decide on its own how high resolution to make the final picture. Some are at full resolution (3 meg) others less. Regardless of that, i just imported 100 photos and about half of them were in full resolution and half were <200 kb. This issue is not resolved.
