You mentioned "same Apple account" My PC does not have an Apple account nor do i want to associate one with it. It is the reason for using a third party app. Does this mean a PC would need to buy an upgrade in addition to an upgrade for the iPad mini?

Do you have to purchase the upgrade for each device? Or is upgrade good for a certain number of devices?
