example ... $2.99
But if paid for already it may show "Buy App" if it was never on the new iDevice yet, but already purchased.

If you are using the same iTunes account (same email address) as on your iPad then you will not be charged again (even if it says 'buy'). The app is universal so you can install it on both devices and you will pay only once.
Simply verify that you are using the same iTunes account and you are good to go!
Use the same account login info you used when you purchased it on the iPad, to download it on the iPhone now.
Just click install,.. If it was going to request payment, you'd see a price there, instead of the word "Install"
When it's already on the device, the App shows "Update".
Maybe you should wait until this is verified by Enrique, or Amber.
It won't hurt to wait :-) one or so days more.
Apple won't refund easily, but waiting won't cost anything. ;)
