Using personal hotspot to transfer video

I have a Verizon new iPad with personal hot spot. I can connect my iPhone 4s to the personal hot spot. Transfer sees the iPhone, but when I start the transfer, it just says Contacting sender... and never gets any farther. I am not near a WiFi network, and need the personal hot spot to transfer over a video.

If you have control of its internal connection settings you may be able to allow connections between internal hot-spot devices.

You may have to ask Verizon that question.

I'm sorry you are having problems with the app. Are you able to transfer photos using your wifi hotspot? If yes, then, can you tell us how long is the video that you are trying to transfer?
