I'm sorry you are having problems with the app. Please reinstall the app and see if this makes the app show up in the list (don't worry, you will not be charged again to re-install). Apple requires all apps accessing photos on the devices have to have location services enabled because the photos may be geo-tagged. After you re-install the app you should be prompted again to accept location services, please accept that prompt and you will hopefully be able to use the app.

I do recall being asked that before and I most likely did not accept at that time.

I'm sorry you keep having problems. Did you check if the app appeared on the location services menu after the re-install? If it does not then please check that you don't have any restrictions set on your phone: Go to Settings > General > Restrictions
Maybe at some point you enabled restrictions which may be preventing any changes on the 'Location Services' menu.
