iMac to iPhone, can't xfer to other folders.

I use Transfer often but now I can not drag and drop from my iMac to any specific folder on my iPhone. I can only drag and drop or import to the camera roll. Well, that's nice, but the photo app on the phone (6s, iOS 9.2) does not let you move pics from folder to folder? What's the point of having folders then? Why doesn't Transfer app let me drop a photo to any folder on my phone?

I have the same problem...I create a new Folder on my iMac and want to move some images from "All Photos" into this new folder. Can't do it. Dumb. Is there a way?
