putting the app on both devices
do I have to pay twice for this app? the app store on my iPod touch does not recognise that I have purchased it on my iPad mini.

The app is a universal app so it runs on both your iPod and your iPad. Basically, when you buy it on your iPod or on your iPad, you can download it for FREE on the other device. You can download the app in one device and then sync with iTunes to get the app on both devices or you can simply download it from the app store directly on each device.
Don't worry, you will not get charged the second time you download the app in the other device. Apple knows that you already own the app, so it will treat it only as an update so you won't be charged (even though it says 'buy') as long as you use the same iTunes account in both devices.
