Bluetooth won't pair!!!

I am trying to pair an Ipad 4 using ios 7, and iPhone 4 running ios 6. I can't get the app to pair via Bluetooth WITHOUT wifi as I don't always have wifi available. It freezes with I hit "accept"...nothing happens. Please help.

PS I can transfer from iPad to iPhone, but not the other way around
