Transferrig photos - PC to IPAD, IPAD to IPAD

I have a windows 8 pc, ipads, iphones. Also a macbook pro.
I have been attempting to transfer photos from the pc to the ipad with no success. Do I need to buy the app for all devices?

Hi Ernie,

You do need to install the app on all devices, however you will only pay once for the app to be installed on the iPhone, then as long as you are using the same iTunes account you will be able to install it on the iPad for free. The desktop appps (for Mac and windows) are free. Here is a link to download the app for your iPhone/iPad:
