App Cant Get Device IP Address

Hello, Using IOS 16.2 on an iPhone 14. The App thinks it is not connected to WiFi even though the device is. Appears that the app can't get the IP address of the IP address it needs. I recently installed this app because I was having the same problem on a different app that also is used to transfer photos from a device to a PC. Same exact problem. 

Does this app use the IP address of the phone or does it request a new local IP address for transfers?
