do both the phone and PC have to have the same transfer app to work?

Installed the transfer app on pc. Iphone has a different app. I followed the instructions but pc can't locate my phone. I typed in the IP address of the phone, still can't locate my phone.

Yes, you do need to have the same app on your iPhone and your PC. You can download the app for the iphone from here:
