When you receive the .zip file on your computer did you unzip the files? When you transfer photos from your iDevice to your computer it .zips the photos/videos and you need to extract them. To extract them right click on the .zip file and hit "Extract Files". You can choose to extract them to a new folder or at the location where the .zip file is, for example; to your desktop. Any windows computer should allow you to extract files from a zip file without having to install or pay for any extra software. :)

I would also suggest you right-click the 'Download photos as zip file' on the transfer web page to be able to select where to save the photos using the 'Save linked file as..' menu.

I hope this helps. Please let me know if you are still getting unextracted .zip files with empty content.
